To make a fillable form in Excel, type your labels in one column, leave an empty input cell beside each one, add rules to those cells with Data > Data Validation, clear the Locked box for the input cells in Format Cells, and then turn on Review > Protect Sheet. People can then type only in the cells you left open.

Choose the kind of form you need
Excel has several features that people call a form. Pick the one that matches the job before you build anything.

The main method below builds the first type, because it is the one most readers mean by a fillable form. The other two have their own sections. If your form is mostly text and will be sent out as a PDF, see how to make a fillable PDF in Word instead.
Before you start
- Write down every field the form needs and the kind of answer each one takes: free text, a date, a number, or a choice from a fixed list.
- Decide which cells the person filling in the form may change. Everything else (title, labels, instructions and formulas) stays locked.
- Build the form on an unprotected sheet. Microsoft notes that you cannot change data validation settings while the sheet is protected or the workbook is shared, so protection is the last step.
How to make a fillable form in Excel
The example is a short equipment request with labels in column A and answers in column B. Use your own fields in the same pattern.
- Lay out the labels. Type a title in cell A1. In cells A3 to A7, type Name, Department, Date needed, Item and Quantity. Cells B3 to B7 are now the input cells. Give them a light fill color or a border so it is obvious where to type.
- Add a drop-down list. Select B4, then on the Data tab select Data Validation. On the Settings tab, in the Allow box, select List. In the Source box, type the choices separated by commas, for example Sales,Support,Finance. Make sure In-cell dropdown is checked and select OK. The cell now offers those choices as a drop-down list.
- Restrict dates and numbers. Select B5, open Data Validation again and choose Date under Allow. For B7, choose Whole Number. In both cases, pick a condition under Data and enter the limits you want, such as a quantity from 1 to 20. Entries outside the rule trigger an error alert.
- Add a hint for each field. With an input cell selected, open Data Validation and select the Input Message tab. Check Show input message when cell is selected, then type a Title and an Input message such as “Enter the date you need the item.” The hint shows whenever someone selects the cell.
- Write a clear error message. On the Error Alert tab, type a Title and an Error message, and choose a Style. Stop makes the person fix the entry before continuing. Warning lets them continue after confirming.
- Unlock the input cells. Select B3 to B7. To select cells that are not next to each other, hold Ctrl while you click each one. Right-click the selection and choose Format Cells (or press Ctrl+1), open the Protection tab, clear the Locked checkbox and select OK. Nothing visible changes yet, because the setting only takes effect once the sheet is protected.
- Protect the sheet. On the Review tab, select Protect Sheet. In the Allow all users of this worksheet to list, leave Select unlocked cells checked. Clear Select locked cells if you do not want people to click on labels and formulas at all. Type a password in the Password to unprotect sheet box if you want one, select OK, and re-enter the password to confirm.
- Save the blank form. Save the workbook and keep that copy as your master. Send or share copies of it so the original stays empty.

Add checkboxes to the form
Excel for Microsoft 365 on Windows and Mac can place a checkbox directly inside a cell. Do this before you protect the sheet.
- Select the cell or range where the checkboxes should go, for example B8 next to a label that reads Urgent.
- Select Insert > Checkbox. Each selected cell now shows an empty box.
- Unlock those cells in Format Cells the same way as the other input cells, so they can still be ticked after the sheet is protected.
A checked box has the value TRUE and an unchecked box has the value FALSE, so formulas can read the answer. For example, =IF(B8,”Rush order”,”Standard”) shows different text depending on the box. People can click a checkbox or select it and press the Spacebar. To remove one, select the cell and press Delete; a checked box may need a second press. To keep the TRUE or FALSE value but drop the box, use Home > Clear > Clear Formats.

Use form controls from the Developer tab
Form controls are objects that sit on top of the worksheet. Microsoft lists these Form controls: Label, Group Box, Button, Check Box, Option Button, List Box, Combo Box, Scroll Bar and Spin Button. They are useful when you want option buttons (pick one of several) or a list that stays visible on the sheet. They work with a linked cell and do not need any code.
Show the Developer tab
- Select File > Options > Customize Ribbon.
- In the Main Tabs list, check the Developer box.
- Select OK. The Developer tab appears on the ribbon.
Add a combo box
- Type the list items in a column of cells, one per cell. A separate sheet or an out-of-the-way column keeps them off the form.
- Select Developer > Insert. Under Form Controls, select Combo box (Form Control).
- Click the worksheet where the box should go and drag to size it.
- Right-click the box and select Format Control.
- On the Control tab, set Input range to the cells that hold your list and Cell link to an empty cell. Set Drop-down lines to the number of items to show before the list scrolls. Select OK.
The linked cell does not store the text that was chosen. It stores the position of the item in the list: 1 for the first item, 2 for the second, and so on. Keep that in mind if another formula reads the answer. A list box is added the same way with List box (Form Control), and its Selection type should be Single for a normal one-answer field.
The same menu also offers ActiveX controls. Microsoft now states that ActiveX controls have been disabled for security reasons and will not work in newer versions of Excel, so build new forms with Form controls or with in-cell features instead.
Use the built-in data form for row-by-row entry
A data form is a dialog box that Excel generates from your column headings. It shows one complete row at a time, which saves scrolling sideways in a wide list. It is a tool for the person who maintains the list, not something you design or send out.
- Make sure every column has a heading and that there are no blank lines inside the data. Excel uses the headings as the field labels.
- Select the arrow at the end of the Quick Access Toolbar and choose More Commands.
- In the box that sets which commands are listed, choose All Commands. Select Form, select Add, then select OK.
- Click any cell in your list or table, then select the Form button on the Quick Access Toolbar.
- Select New, type the values, and press Tab to move to the next field or Shift+Tab to go back. Press Enter to add the row.
- Select Close when you have finished.
In the same dialog, Find Prev and Find Next move through the rows, Criteria lets you search for matching rows, Restore discards changes you have not yet saved with Enter, and Delete removes the row on screen. A deleted row cannot be brought back with undo after you confirm, so check the record first.
The data form has limits. It can show up to 32 columns, it cannot be printed, and a cell that contains a formula shows its result but cannot be edited there. Microsoft’s article Add, edit, find, and delete rows by using a data form has the full list of buttons.
Make a fillable form in Excel for Mac
The layout, validation and unlocking steps follow the same order on a Mac. Two menu paths differ.
- To show the Developer tab, open the Excel menu and select Preferences. Under Authoring, select View. Under In Ribbon, Show, select Developer tab.
- On the Developer tab, select the control you want, click the sheet where it should go, then right-click the control and choose Format Control to set its properties.
- To protect the finished form, open the Tools menu and select Protection > Protect Sheet. Choose the protection options you want, then save and close the workbook.
To edit the form later, use Tools > Protection > Unprotect Sheet. Microsoft’s Mac steps are in Create forms that users complete or print in Excel for Mac.
Check that the form works, and how to change it later
Microsoft’s own advice is to test a form the way a user would: protect it, reopen the workbook, fill it in and save a copy. While you do that, check each of the following.
- You can type in every input cell, and nowhere else.
- Each drop-down shows the right choices.
- A wrong entry, such as text in the quantity cell, triggers your error message.
- Formulas that read the input cells show the expected results.
To change the form, go to the Review tab and select Unprotect Sheet, which replaces the Protect Sheet button whenever a sheet is protected. You can also use File > Info > Protect > Unprotect Sheet. Enter the password if you set one, make your edits, then protect the sheet again. Protect a worksheet on Microsoft Support lists every option.
Keep the password somewhere safe. Microsoft states that it cannot retrieve a forgotten worksheet password.
Troubleshooting
Data Validation is unavailable
Microsoft gives two causes: the sheet is protected or the workbook is shared. Unprotect the sheet from the Review tab, change the rule, then protect it again.
Nobody can type in the input cells
The cells are still locked. Every cell starts out locked, so any cell you did not clear stays read-only once protection is on. Unprotect the sheet, select the input cells, press Ctrl+1, open Protection, clear Locked, and protect the sheet again.
People can still change labels or formulas
Either the sheet is not protected or those cells were unlocked by mistake. If the Review tab shows Protect Sheet rather than Unprotect Sheet, protection is off. If you used Select All and cleared Locked for the whole sheet at some point, select the label and formula cells and check Locked again.
The drop-down arrow does not appear
Open Data Validation for that cell and confirm that Allow is set to List and that In-cell dropdown is checked. If the list comes from cells, also check that the Source box points at the right range.
Insert has no Checkbox button
Microsoft lists in-cell checkboxes for Excel for Microsoft 365 and Excel for Microsoft 365 for Mac. In other versions, use a drop-down list with Yes and No, or the Check Box form control from the Developer tab.
The data form shows an error
“Too many fields in the data form” means the list has more than 32 columns. Microsoft’s fix is to insert a blank column so the list is split into two ranges, and use a separate form for each. “Cannot extend list or database” means a new row would overwrite data below the list, so move that data out of the way.
Protect Sheet is missing on a work or school account
Microsoft notes that worksheet protection is not available in the U.S. Government Community Cloud High (GCCH) and Department of Defense (DOD) environments. In that case, ask your IT administrator what your organization uses instead.
Frequently asked questions
Do I need the Developer tab to make a fillable form?
No. Labels, input cells, data validation, in-cell checkboxes and sheet protection are all on the standard tabs. The Developer tab is only needed for form controls such as combo boxes, list boxes and option buttons.
Is a protected form secure?
Not in the sense of keeping information private. Microsoft says worksheet protection is not intended as a security feature; it simply stops people from changing locked cells. Protecting the file so it cannot be opened without a password is a separate Excel feature.
Can I let certain people edit a locked part of the form?
Yes, on Windows. While the sheet is unprotected, go to Review > Allow Edit Ranges, select New, give the range a Title, enter the cells in Refers to cells, and optionally set a Range password or use Permissions to name specific users. Then protect the sheet.
Can a formula use what someone enters in the form?
Yes. Input cells are ordinary cells, so any formula can refer to them. In-cell checkboxes return TRUE or FALSE, and a combo box or list box form control returns the position number of the chosen item in its linked cell.
How do I remove a rule from an input cell?
Unprotect the sheet, select the cell, go to Data > Data Validation, select Clear All and then OK.
What happens to the answers people enter?
They stay in the copy of the workbook that person saved. A worksheet form does not send its answers anywhere on its own, so give each person a copy of the blank master and have them return the saved file.
Once the form passes your own test, send a copy to one colleague without any instructions and watch where they hesitate. Fix those labels or hints, protect the sheet again and save a fresh blank master.
